Competent Authority Quota (CQ) covers state quota seats in government colleges and 50% of seats in private un-aided non-minority colleges. The university fills CQ seats purely by NEET PG merit, subject to reservation rules.

Management Quota (MQ) covers the remaining 50% of seats in private un-aided colleges. MQ counselling still runs through Dr NTR UHS, but uses a separate application, a separate fee structure, and its own internal subcategories: S1 (25% of intake, filled by NEET PG merit), S2 (15%, for NRI/foreign/NRI-sponsored candidates) and S3 (10%, institutional preference). S1 splits further — S1A (15% of S1) is open to candidates from anywhere in India, while S1B (85% of S1) goes to local AP candidates only, per the official MQ prospectus. So while CQ is closed to non-local candidates for its 85% local-quota seats, MQ’s small S1A slice stays genuinely open nationally.

Andhra Pradesh NEET PG 2026-27 Private College Fee Update

The Andhra Pradesh government notified an interim 15% fee hike for PG and super-specialty courses in private unaided medical colleges.

The revised clinical-degree tuition for 2026-27 stands at ₹5,71,320/year for Category-A (CQ), ₹11,42,640/year for Category-B (Management Quota) and ₹66,12,500/year for Category-C (NRI/Institutional Quota). 

The government has explicitly labeled this fee interim and tentative — it applies only to 2026-27 and will be superseded once the AP Higher Education Fee Regulatory and Monitoring Commission issues a final determination. This fee order predates the counselling notification itself, so treat the tuition figure as confirmed while the registration schedule stays pending.

Government medical colleges permitted from 2023-24 onward — Eluru, Machilipatnam, Nandyal, Rajahmundry and Vizianagaram — carry a further internal split that most guides skip: within their 50% state-quota share, 50% goes to Competent Authority (General Category, filled by local-area merit), 35% to Competent Authority (Self-Financing) at roughly ₹9,00,000 per year, and 15% to Competent Authority (NRI Category) at roughly ₹29,00,000 per year, per Government Order 163 dated December 5, 2025.

Andhra Pradesh also runs a local-area rule for CQ seats: 85% go to local candidates from the Andhra University or Sri Venkateswara University regions, and a 2024 government memo restricts the remaining 15% “unreserved” (APUR) seats to local candidates from these same two regions as well, per the official CQ prospectus. The same prospectus carries one exception worth knowing: a non-local candidate who holds AP domicile (termed APNL) can still claim an APUR seat, even without qualifying as “local” in the strict sense. Outside that exception, non-local candidates cannot claim the 85% local-quota CQ seats — though they can still compete for MQ’s nationally open S1A slice described above.

Eligibility for Andhra Pradesh NEET PG Counselling 2026

You need an MBBS degree from a recognised college, a valid NEET PG qualifying percentile, and internship completion by the notified cut-off date (July 31, 2025, for the 2025-26 cycle; NBEMS has set September 30, 2026, as the internship cut-off for NEET PG 2026). Foreign medical graduates additionally need FMGE clearance and permanent Medical Council registration.

In-service candidates get 15% of clinical seats and 30% of non-clinical seats within the 50% state quota, provided they complete 2 years in tribal areas, 3 years in rural areas or 6 years in urban Government service. They execute a 10-year service bond with a ₹50,00,000 penalty for default. Non-service candidates execute a lighter one-year rural service bond with a ₹40,00,000 penalty for default — read the full bond conditions before you sign, since the university treats both as legally binding.

Andhra Pradesh NEET PG CQ and MQ Counselling Rounds

In the 2025-26 cycle, Dr NTR UHS conducted four rounds: Phase-1, Phase-2, Phase-3 (Mop-Up) and a Stray Vacancy round, all subject to NMC/MCC guidelines.

 Expect the same structure for 2026-27, though the exact round dates will only get confirmed once the new CQ and MQ notifications appear. Candidates who join in Phase-1 or Phase-2 can upgrade only up to Phase-3. 

A candidate allotted a Phase-3 seat cannot participate in the Stray round even without reporting, and freshly registered non-service candidates who did not appear in earlier rounds get one shot at the Stray round only. The university applies the Meritorious Reserved Candidate (MRC) rule throughout — when a reserved-category candidate wins an open-category seat on merit, the university refills the vacated open seat from the same reserved category to protect the 50:50 open-to-category ratio.
